CREATION OF LAD 35
The Dal 35 was officially launched October 26, 2009. The association is part of the national federation of "Right to Housing." It recognizes and builds on the values and principles set by the Charter of the Dal.
The first actions were made on behalf of the collective DAL35 before the formal establishment by filing the articles in the prefecture of DAL35.
The creation of the LAD 35 is linked to the specific situation asylum seekers in Rennes private accommodation following the regionalization of casework asylum and repeated refusals of the prefecture to meet its obligations in terms of accommodation. This situation is directly related to the decrease of funds budgeted by the State and the removal of 3 out of 4 platforms for the reception of foreigners in Britain since 2006. The only remaining platform in Rennes.

According to official statistics from the Office for Refugees, one can see that in France The number of asylum seekers fell sharply between 2004 and 2008, and has experienced a small increase between 2008 and 2009. The number of requests (first request reconsideration and combined) were 57 616 in 2004 and 34,258 in 2009, or 40% less if we compare the figures for 2004 and 2009. In Rennes, the figures fluctuate from year to year, but we can not speak of a influx. In 2004, asylum seekers were 933 in 2004, 476 in 2007 and 735 in 2009.
During 2009, the situation related to immigration policy has only deteriorated.

AIMS AND METHODS OF ACTION OF LAD 35
The main objectives of the LAD are:
- Unite and organize families and individuals affected or inadequately housed by the housing problem for the defense of the right to decent housing for all.

- Require Relocation decent and suitable for every family and person ill-housed or homeless.
- Require the application of the Act to requisition buildings and vacant housing owned by local authorities, government offices, the state, banks, insurance companies, to large landowners, with property professionals.
- More generally initiate and organize support, information, promote activities aimed at addressing the problem of inadequate housing and homeless, including proposals to improve the housing legislation.
Our efforts were based initially on the leverage usual :
We first multiplied the demands and lobbying elected officials and authorities to secure accommodation for all: every month since September 2009, we asked the city council enforcement requisition. It has always consistently opposed its jurisdiction not in terms of accommodation for asylum seekers, and secondly we ran into silence cynical of the Prefecture.
To make visible the lack of accommodation for migrants and pushing the mayor to act, it is now 16 months every Wednesday morning we present to the elected (e) service applicants for asylum street. In the last quarter of 2010, between 40 and 80 people showed up each week. We regret that people have often had to wait in the rain or cold. We organized events with the mobilization of the people concerned, numerous requests for appointments with elected officials, and representatives of the State, denounced the situation with the support of various media, developed the information to raise awareness through meetings, leaflets and blog.
There was an urgent requisition to call! The mayor in his right to require such a requisition was the main interlocutor able to carry with us a strong pressure against the prefecture. She always denied it is. Finally cornered by the media pressure led for more than three months, in December 2010, it finally will use its right to require a requisition of housing. Finally, we had to make do with requisitions occupations, failing to achieve results through traditional pressure.
These actions occupations and requisitions were responses to a greater urgency: to house people on the street.

The LAD 35, composed of few active members, can not alone carry any combat. The objectives of the Charter are very broad, and the many steps to enable each and everyone access to decent housing need to operate in a network.

Everyone, association or individual can take his share in this fight.
Our response must remain independent of any political party or pressure group whatsoever and that is why our resources are exclusively made up of membership fees and donations.
Review and Prospects
The year ended with a hit in mixed. The requisition of Louis Postel ended with the relocation of over 80 persons by the municipality under the tutelage of FNARS and in agreement with the prefecture who promised to put people in CADA by the end of March. Mr. Mayor,
We learned with the death Tuesday 3 January despondency of a young Mongolian woman in childbirth in hospital South. This young woman was seeking asylum, recently arrived in Rennes, already a mother of two children 12 and 2 years. We refuse to believe in fate.
This 34 year old woman had filed an asylum application to the prefecture, has not yet been received and its administrative status was not known, she was ineligible regardless of whether it is right, if not one to call 115. 115 which was repeatedly failed in his mission to him.
In desperation we presented this woman and her children to the elect of all times, apart from our efforts weekly on Wednesday during the first week, frigid month of December: we have experienced a dry end of inadmissibility on behalf of any appeal of air.
