Dal35: REPORT OF MORAL (AG's statutory 01/19/2011)


CREATION OF LAD 35
The Dal 35 was officially launched October 26, 2009. The association is part of the national federation of "Right to Housing." It recognizes and builds on the values and principles set by the Charter of the Dal.
The first actions were made on behalf of the collective DAL35 before the formal establishment by filing the articles in the prefecture of DAL35.
The creation of the LAD 35 is linked to the specific situation asylum seekers in Rennes private accommodation following the regionalization of casework asylum and repeated refusals of the prefecture to meet its obligations in terms of accommodation. In Rennes metropolis, it is 8900 dwellings which are vacant, according to INSEE, in 2010. AIMS AND METHODS OF ACTION OF LAD 35
The main objectives of the LAD are:
- Unite and organize families and individuals affected or inadequately housed by the housing problem for the defense of the right to decent housing for all.
- requiring a stay of eviction without rehousing.
- Require Relocation decent and suitable for every family and person ill-housed or homeless.
- Require the application of the Act to requisition buildings and vacant housing owned by local authorities, government offices, the state, banks, insurance companies, to large landowners, with property professionals.
- More generally initiate and organize support, information, promote activities aimed at addressing the problem of inadequate housing and homeless, including proposals to improve the housing legislation.
Our efforts were based initially on the leverage usual :
We first multiplied the demands and lobbying elected officials and authorities to secure accommodation for all: every month since September 2009, we asked the city council enforcement requisition. It has always consistently opposed its jurisdiction not in terms of accommodation for asylum seekers, and secondly we ran into silence cynical of the Prefecture.
To make visible the lack of accommodation for migrants and pushing the mayor to act, it is now 16 months every Wednesday morning we present to the elected (e) service applicants for asylum street. In the last quarter of 2010, between 40 and 80 people showed up each week. We regret that people have often had to wait in the rain or cold. Each Wednesday, a fax was sent to the prefecture with the names of people seeking housing who are displaced.
We organized events with the mobilization of the people concerned, numerous requests for appointments with elected officials, and representatives of the State, denounced the situation with the support of various media, developed the information to raise awareness through meetings, leaflets and blog.


There was an urgent requisition to call! The mayor in his right to require such a requisition was the main interlocutor able to carry with us a strong pressure against the prefecture. She always denied it is. Finally cornered by the media pressure led for more than three months, in December 2010, it finally will use its right to require a requisition of housing. Without it, the resettlement of asylum seekers from the requisition of the street Postel could not have happened.
Finally, we had to make do with requisitions occupations, failing to achieve results through traditional pressure.
These actions occupations and requisitions were responses to a greater urgency: to house people on the street.

Despite the barriers of language and cohabitation, good organization and no major problems were reported.
A requisition is illegal under property law. It is legitimate because it is conducted in support of asylum seekers in the street. The state is obliged to accommodate them. He is the author of the first illegality.
can be seen that the requisitioning of empty homes is an act of disobedience to the law. A citizen manager must consider that in certain circumstances, the necessity of disobeying the law comes from the urgency to act: when human dignity is threatened, when fundamental freedoms are violated when the state itself does meet its obligations when the unacceptable fate. Supports and networks
To achieve some of our goals, we relied on a network of individuals who mobilize occasionally or more regularly.
And on a network of associations that supported us and supported in different ways: provision of equipment, participation in demonstrations, denouncing the unhealthy ...
The LAD 35, composed of few active members, can not alone carry any combat. The objectives of the Charter are very broad, and the many steps to enable each and everyone access to decent housing need to operate in a network.
Other associations act. Each has its project, its methods and beliefs. In the fight for housing for all, each has its place and our fights are complementary.
Everyone, association or individual can take his share in this fight.
Our response must remain independent of any political party or pressure group whatsoever and that is why our resources are exclusively made up of membership fees and donations.


Review and Prospects

The year ended with a hit in mixed. The requisition of Louis Postel ended with the relocation of over 80 persons by the municipality under the tutelage of FNARS and in agreement with the prefecture who promised to put people in CADA by the end of March. The DAL35 accompanied the people to new homes.

In terms of outlook, we must continue the fight and exercise our vigilance.
- How many asylum seekers still there in the street and how many more will he arrive?
- How many people are inadequately housed, despite a municipal effort undeniable but still not enough?
- What happens to people staying temporarily in a place that CADA has been promised? These promises have already started to not be required (20 tickets before December 15 CADA 2010)
- What happens to the request of the mayor in the state to return to regionalization? This request is made it with enough conviction and strength?
- What steps will be taken to all persons on the street to provide means to carry out its mission of 115 decent? At home when a day to avoid diurnal wandering families crowded bundles?
- What prospects for the applications of Claude Bernard and Guines after March 30?
It is our responsibility to be intransigent on the promises made to people who have been housed at Postel.
other hand we have planned we invest 28 to 30 March in a national action - the caravan of homeless and badly housed - to denounce the housing problems, and poor housing. The DAL35 does not stop the only cause of asylum seekers, it will remain vigilant on the issue of inadequate housing and non-housing in general.
Our battle is to enable the authorities to account. We can not solve solutions precarious or charity. This is a political problem that falls within the community. The goal is not to manage the misery. The scandal is to see people on the street in a wealthy state and city.
The ultimate goal of LAD is its disappearance; housing problems are unfortunately such that this deadline is still far away.
